A user can rearrange the grid within the Manage Quote interface.  The order presented within the grid is how the details will display in quote output.

Select a Quote Details record and choose to move the record to the top or bottom of the list or to move it up or down one record within the listing.

 

Records with a grouping can be arranged using the Move buttons, as well.
