The option that controls the label attached to the rate quantity fields used in a charge is found within the Rate Types setup table.   The Rate Types records contain the Quantity 1 Invoice Label and Quantity 2 Invoice Label.

Since the invoice labels are evoked through the Rate Type, the revenue item must be defined with a Rate Type either by direct entry or indirectly through a Rate Plan.  Read more about setting the Rate Type within the Rating Systems guide.
